I have a question about this lockout:

Can teams talk to non union players? Namely all those we have stashed overseas?

That's a good question. I think the answer would be no as they would be covered under any potential collective bargaining agreement since the Spurs hold their draft rights.

A related question then is if they are covered under the CBA can drafted yet unsigned players vote for the new CBA? Who is eligible to vote for the new CBA?
