She is retarded. The police have no jurisdiction over this type of event. It's in the jurisdiction of civil courts. The only reason they would have even showed up is to ensure keeping of the peace.
Yea its bad for McDonalds to not refund her money or give her what she purchased, and she would be due a reimbursement or damages. But its definitely inappropriate, and a legitimate civil offense to involve 911 emergency survices. She should know better, and now maybe in the future, she will.
